Driving in the UK with a foreign licence

There is no single period for everyone

The answer depends on issuing country, category, licence validity and whether you are visiting or resident. For England, Wales and Scotland, use the GOV.UK checker ↗. Citizenship alone does not determine the period; the licence and residence circumstances matter.

The checker’s resident/full car-and-motorcycle/any-other-country outcome allows driving on a full valid licence for 12 months after becoming resident. This is not a universal rule for every foreign document: other countries and categories can produce different results.

Complete the checker accurately

Select your actual circumstances and save the result with the checking date. A licence issued in exchange for another country’s document may have different exchange treatment. Do not rely solely on its cover or translation.

Northern Ireland has separate rules and licensing administration: use nidirect ↗. An international driving permit should not be treated as an indefinite extension after moving. Trips abroad should not be assumed automatically to reset residence-based limits.

Exchange or take tests

Use the GOV.UK exchange service ↗ to check whether your document can be exchanged, the deadline and any restrictions. If exchange is unavailable, plan a provisional licence, theory test and practical test early.

Do not wait until the permitted period ends. Holding a provisional licence does not itself preserve the earlier entitlement to drive independently. Once foreign-licence entitlement expires, the applicable learner requirements apply until you obtain a full local licence.

Insurance and hiring

A legal driving entitlement does not guarantee acceptance by every insurer or hire company. Declare issuing country, experience and current licence status. Check original-document and translation requirements before paying for a rental.

If your residence start date or document status is uncertain, clarify with DVLA or Northern Ireland’s DVA. Do not rely on a chat answer while the issue remains unresolved: it can affect both lawful driving and insurance.
