In England, Scotland and Wales, the first car licence route consists of a provisional licence, preparation, a theory test and a practical test. Eligibility to apply for a provisional licence is different from permission to drive independently. Most people can start learning in a car at 17, and a learner licence comes with learning conditions.
Obtain a provisional licence and choose your lessons
A DVLA application ↗ costs £34 online or £43 by post. Requirements include permission to live in Great Britain for at least 185 days and meeting the eyesight standard. This concerns the permitted length of stay; it is not a universal instruction to wait until you have already lived there for six months before applying.
Compare manual and automatic lessons because the test vehicle affects your eventual driving entitlement. During an introductory lesson, discuss teaching language, location, availability and a likely learning plan. DVSA does not set a compulsory minimum number of lesson hours. Prepare for theory alongside lessons

Plan your practical preparation around the validity of your theory result. Do not take a test simply because an appointment appears: discuss readiness for safe independent driving with your instructor.
Booking, documents and budget
The learner must now personally book the car practical test ↗. To take it, you must have lived in England, Wales or Scotland for at least 185 days in the previous 12 months. Keep the confirmation and arrange the car and time with your instructor.
