This article concerns Russian citizens' duties; speaking Russian does not create them. Other nationalities require checking the relevant country's law. British naturalisation, passport issuance, a UKVI account and notification to another state are separate processes.
According to Russia's Consular Department, referring to Article 11 of Law No.138-FZ ↗, acquiring foreign citizenship or a document establishing permanent residence is relevant. Do not automatically treat every temporary British visa as permanent residence. For ILR, settled status or a move to an eVisa, establish how to evidence the particular right acquired.
Check the event and deadline
Use the date the right was acquired, rather than automatically the day a paper document arrived or a passport changed. For British citizenship, compare the certificate and acquisition date; the first British passport does not necessarily start the period.
The official Consular Department guidance provides for notification through a Russian overseas office within 60 days. Someone abroad who did not notify within the applicable period must approach the interior authorities within 60 days after entering Russia. Do not rely on an old blanket exemption for people permanently living abroad without checking the current law.
If the event occurred long ago, several statuses were granted or travel occurred afterwards, prepare a chronology and obtain clarification for the actual dates. Do not invent a later acquisition date to appear within time.
Prepare a separate evidence package
Find the current form and receiving authority's procedure. You will normally need to establish identity, the foreign citizenship or permanent right and its acquisition date. For a child or person lacking capacity, check the representative and their authority separately; an adult's notification does not automatically cover the entire family.
Keep earlier acknowledgements, the citizenship certificate and British immigration-permission details. An eVisa's digital format does not mean the right does not exist, but the foreign authority's evidence requirements need checking. When a document or details change, establish whether this is a new notifiable event rather than submitting a duplicate at random.
Keep proof of acceptance
An appointment, a sent letter and an accepted notification are different stages. Obtain the required receipt, detachable acknowledgement or electronic confirmation and store it with the completed form.
For London enquiries, use the official consular-office directory ↗. Consult a lawyer practising Russian law if the position is disputed or a deadline has passed. Notification is not renunciation of Russian citizenship and does not establish tax residence; those matters need separate assessment.
