Provisional licence identity checks without a British passport

Not having a British passport does not automatically prevent you from obtaining a provisional licence. DVLA lists several routes in its identity document guide ↗: a valid UK passport, a share code from a UKVI account, or specified original documents by post. An old instruction simply to send a BRP should not replace the current guidance.
With a UK passport, provide the valid passport number without sending the physical document. If you have an eVisa, check access to the linked UKVI account before starting.
Use the appropriate share code
In the view and prove immigration status service, select “something else” as the purpose. Do not automatically reuse a right-to-work or right-to-rent code for another check. Under DVLA's share-code route, you do not send a physical identity document. The DVLA page ↗ links directly to the correct service.
Prepare your exact name and date of birth, access to the phone or email linked to UKVI, and your correspondence address. If details differ, establish which record needs correcting. Do not enter another person's passport details or alter truthful answers merely to get through a form.
If the online application stops
Start at the official provisional application page ↗, sign in as directed and follow that service's instructions. Record the error message, stage, date and any application reference. Keep payment confirmation and check whether an application has already been accepted before paying again.
If the form does not offer a document route you can use, contact DVLA with the error and a list of the documents you hold. Never send a passport to an address found in a forum. The postal alternative uses form D1 from the Post Office; follow the current instructions for its contents and destination.
Postal documents, timing and costs
Where an identity document must be posted, DVLA requires the original rather than an ordinary or certified copy. Some routes also require another person to sign the form and photo; this is not required when identity is established through a UK passport or share code. Check the full signatory requirements and exceptions before posting.
Online applications cost £34 and postal applications £43. DVLA gives an indicative online turnaround of about a week, but extra checks can take longer. If you must post a passport and will need it within the next four weeks, DVLA suggests considering delaying the application. Keep application copies and proof of posting, and allow for additional checks rather than building plans around the standard estimate alone.
